In Photos, Safari, or Files, tap the native Share button and choose Handoff to PC.

Shortcut transfers are protected in transit (HTTPS) and deleted within 15 minutes, but they aren't end-to-end encrypted, since Shortcuts can't use Handoff's encryption key. For sensitive files, send them from the Handoff app instead.
